India and Ukraine have held fresh discussions on the security situation in the Black Sea, with Ukrainian Foreign Minister Andrii Sybiha highlighting the importance of restoring freedom of navigation and acknowledging India’s engagement on the issue. Sybiha made the remarks after meeting External Affairs Minister S. Jaishankar in New York on the sidelines of the 81st United Nations General Assembly on September 22.
The meeting came shortly after Jaishankar’s recent visit to Ukraine, providing the two ministers with an opportunity to review developments since their earlier discussions. Jaishankar said the latest conversation with Sybiha focused on developments over the past several weeks, while the Ukrainian minister said the talks covered peace efforts, bilateral cooperation and international developments.
A key issue in the discussions was the continuing security situation in the Black Sea. The waterway has become an important area of concern during the Russia-Ukraine conflict, particularly because attacks and other security risks have affected commercial shipping and maritime infrastructure. Ukraine has repeatedly raised the importance of maintaining secure routes for vessels and protecting the movement of goods through the region.
Sybiha said restoring freedom of navigation in the Black Sea is critical for global food security. India’s engagement on the issue comes as New Delhi continues diplomatic contacts with Kyiv and Moscow. During Jaishankar’s September visit to Kyiv, the two sides had already discussed the Black Sea security situation, freedom of navigation and global food security. Ukraine also briefed India on attacks affecting civilian vessels, ports and port infrastructure.
The latest meeting does not involve an announcement of an Indian naval deployment to the Black Sea. Instead, the focus remains on diplomatic engagement, discussions on maritime security and the broader international consequences of the conflict. Ukraine’s acknowledgement of India’s involvement indicates that Kyiv considers New Delhi’s diplomatic engagement relevant to discussions surrounding safe maritime movement and the wider economic impact of the war.
Jaishankar and Sybiha also discussed the next meeting of the India-Ukraine bilateral intergovernmental commission. According to Sybiha, the two countries are looking to strengthen cooperation across sectors including science, education, technology, agriculture, information technology and pharmaceuticals. A stronger business component is also expected to feature in the upcoming engagement between the two countries.
The discussions reflect the broader development of India-Ukraine relations alongside the continuing conflict. While the Black Sea remains an important security concern, both countries are also maintaining dialogue on economic, technological and institutional cooperation.
