ISI-Backed Terror Network Dismantled in Delhi; 7 Arrested in Counter-Terror Operation

Delhi Police and central intelligence agencies have busted an ISI-backed terror network operating in the national capital, resulting in the arrest of seven suspects, according to NDTV reports. The operation marks another successful counter-terrorism intervention by India’s internal security apparatus against Pakistan-sponsored militant recruitment and infiltration.

The arrested individuals are suspected of operating under directions from Pakistan’s Inter-Services Intelligence agency and were allegedly engaged in recruitment, logistics coordination, and radical mobilisation activities within Delhi. Investigators are examining digital evidence, financial transactions, and communication records seized during searches conducted at multiple locations.

This operation reflects the persistent nature of Pakistan-sponsored terror networks attempting to establish sleeper cells and recruitment pipelines within Indian territory. Over the past decade, India’s domestic intelligence and law enforcement agencies have dismantled dozens of similar ISI-coordinated modules operating across urban centres, with particular focus on metropolitan areas like Delhi, Mumbai, and Bangalore where access to resources and anonymity is higher.

The Ministry of Home Affairs and intelligence agencies have consistently highlighted the challenge posed by cross-border terror facilitation networks. Pakistan-backed terror organisations including Jaish-e-Mohammed, Lashkar-e-Taiba, and their splinter factions routinely attempt to establish logistics networks and sleeper operatives within India to conduct reconnaissance, procure weapons, and execute targeted operations.

Delhi, as the national capital and nerve centre of Indian governance and defence infrastructure, remains a priority target for hostile intelligence services. The National Capital Region hosts critical government installations, military headquarters, defence research facilities, and civilian infrastructure that necessitate intensive counter-terrorism and counter-intelligence operations.

The Delhi Police Special Cell and the Intelligence Bureau have developed sophisticated counter-terror protocols integrating HUMINT, SIGINT, and financial intelligence to identify and disrupt terror networks at nascent stages. Recent operations have successfully prevented multiple plots targeting government facilities and public spaces before execution.

Interrogation of the arrested suspects is expected to yield intelligence regarding ISI handlers, funding sources, supply chains for procurement of weapons and explosives, and potential linkages to other sleeper networks. Such information feeds into the larger counter-terror architecture maintained by India’s domestic and external security agencies.

India has repeatedly raised the issue of Pakistan-sponsored terrorism at international forums and bilateral engagements. The country maintains that Pakistan’s state apparatus continues to provide sanctuary, training, and financial support to designated terror organisations despite international pressure and FATF grey-listing periods.
