Punjab Police Busts ISI-Backed Terror Module in Ludhiana, Foils Major Grenade Attack Plot

Ten operatives arrested; Chinese-made hand grenade recovered as police uncover cross-border conspiracy involving Pakistan-based handlers.

In a significant breakthrough against cross-border terrorism, Punjab Police has dismantled a Pakistan-ISI backed terror module operating out of Ludhiana. The operation led to the arrest of ten individuals, all allegedly acting on directions from Pakistan-based handlers who were coordinating through intermediaries in Malaysia.

According to senior police officials, the module was in the advanced stages of planning a grenade attack in a crowded area, aiming to create unrest and destabilize law and order in the state. During the crackdown, police recovered a Chinese-made 86P hand grenade, along with a black kit bag and gloves believed to have been used for handling explosive materials.

The arrested individuals include several operatives already facing criminal charges who were brought from different jails for questioning. Initial investigation revealed that they were acting as couriers, planners, and facilitators for the Pakistan-backed network. The module reportedly relied on encrypted communication to receive instructions, ensuring minimal traceability.

An FIR has been registered under the Explosives Act, the Bharatiya Nyaya Sanhita, and the Unlawful Activities (Prevention) Act (UAPA). Authorities have also initiated procedures to issue international notices against foreign-based handlers linked to the conspiracy.

Officials noted that the objective of the module was to trigger fear and instability in Punjab through targeted attacks. The bust follows heightened surveillance by state law enforcement agencies, who have intensified intelligence-led operations amid rising concerns over external militant influence.

The investigation is ongoing, with police working to trace the broader network and identify additional operatives who may still be active. Security forces have reinforced monitoring across vulnerable locations to prevent any further attempts by cross-border groups to infiltrate the state’s internal security environment.
