Army Chief General Manoj Pande said on Thursday that non-state actors are “increasingly gaining access” to new tools used by the military.

He also said that India “continues to rise” in the face of a complicated military scene in a keynote speech at an event here.

“New technologies today aren’t just focused on superpowers anymore.” Non-state actors are getting easier access to modern technologies that are used by the military and are being used in war. “The result is a higher tendency to take risks and a low bar for starting armed conflicts,” General Pande said.
