Rear Admiral Chandrasekharan Raghuram has assumed charge as the new Commanding Officer and Managing Director of Hindustan Shipyard Limited, marking a significant leadership transition at the state-owned shipbuilder amid an intensified focus on submarine construction and naval platform development.
The appointment underscores the Indian Navy’s emphasis on accelerating indigenous submarine programmes and expanding the operational capacity of one of India’s two primary naval shipyards. HSL, based in Visakhapatnam, Andhra Pradesh, serves as a critical defence industrial asset under the Ministry of Defence.
Rear Admiral Raghuram’s naval career spans decades of operational and technical expertise. His posting to HSL comes as the shipyard manages multiple concurrent programmes, including the construction and maintenance of naval vessels and submarines for the Indian Navy fleet.
Hindustan Shipyard has historically been the production facility for India’s conventional submarine programmes. The yard also maintains a diverse portfolio encompassing offshore patrol vessels, fleet tankers, and other naval auxiliaries. Over recent years, HSL has focused on modernising its infrastructure and workforce capabilities to align with contemporary shipbuilding standards and reduce construction timelines.
The submarine construction push reflects India’s strategic naval posture in the Indian Ocean Region. With China’s expanding maritime presence and the rising importance of undersea deterrence, indigenous submarine capability remains a cornerstone of Indian maritime defence. HSL’s role in executing these programmes is central to India’s submarine force expansion targets outlined under long-term naval plans.
Under the National Maritime Development Programme and aligned Make in India shipbuilding initiatives, HSL has been tasked with enhancing production efficiency and reducing indigenous submarine construction schedules. The yard operates in parallel with Mazagon Dock Shipbuilders Limited in Mumbai, which focuses on advanced submarine classes.
Leadership transitions at major defence PSUs typically signal renewed focus on operational efficiency and project execution.
