US trade and manufacturing adviser Peter Navarro has expressed confidence that Prime Minister Narendra Modi and US President Donald Trump can resolve the growing disagreement over India’s purchases of Russian crude oil.
The issue has emerged as Washington considers additional economic pressure on countries that continue to buy Russian energy. Navarro pointed to the relationship between Modi and Trump while discussing the proposed tariff measures, suggesting that direct engagement between the two leaders could help address the dispute.
The US Senate has advanced legislation that could provide the administration with authority to impose tariffs of as much as 100 percent on imports from countries purchasing Russian oil and natural gas. The measure is part of a broader effort by Washington to increase pressure on Moscow over the ongoing Russia-Ukraine conflict.
India, meanwhile, has continued to source substantial quantities of crude from Russia. Russian oil became increasingly important for Indian refiners after global energy markets were disrupted by the Russia-Ukraine conflict, with discounted supplies offering Indian companies an alternative source of crude.
Any major increase in US tariffs could have consequences for India’s exporters and bilateral trade. It could also add complexity to broader India-US economic negotiations at a time when both countries are seeking to expand commercial and strategic cooperation.
The disagreement over Russian oil comes despite the expanding India-US partnership in areas including defence, military technology, energy security and the Indo-Pacific. Both countries have been working to deepen strategic cooperation, making the management of the trade dispute important for their wider relationship.
Navarro’s comments indicate that Washington continues to see negotiations as a possible path forward. A direct discussion between Modi and Trump could therefore become important in preventing the Russian oil issue from developing into a larger trade dispute.
The proposed US tariff legislation will remain a key factor in the coming weeks, while diplomatic engagement between New Delhi and Washington could determine how the issue ultimately develops.
