The Parliamentary Standing Committee on Defence has called for a more accountable and measurable system for monitoring defence research and development projects undertaken by the Defence Research and Development Organisation (DRDO). The panel has recommended that DRDO expeditiously finalise and notify clear Key Performance Indicators (KPIs) to assess the progress and effectiveness of its projects.
The proposed KPIs are expected to cover critical areas including cost efficiency, technological maturity, target dates, project completion timelines and operational effectiveness. The move is intended to provide a structured mechanism for assessing whether defence development programmes are progressing as planned and delivering the capabilities required by the armed forces.
The committee has also stressed the importance of establishing a structured, transparent and periodic benchmarking framework for DRDO projects. Such a system would allow project performance to be reviewed against defined targets and could help identify delays, cost overruns or technology-development challenges at an earlier stage. The panel has sought information on the steps being taken by DRDO to ensure timely project completion, proper utilisation of funds and prevention of unnecessary cost escalation.
The recommendation assumes significance as India continues to place greater emphasis on indigenous defence technology. DRDO is involved in the development of a wide range of strategic capabilities, and improving the efficiency of its research programmes is important for accelerating the transition of domestically developed technologies towards operational use.
Alongside project-level monitoring, the parliamentary committee has called for stronger implementation of the country’s Defence R&D roadmap. The panel has supported continued growth in defence research spending and urged the government to progressively increase the R&D budget over the next five years. It has also called for close monitoring of the five-year R&D roadmap involving a proposed investment of ₹33,000 crore.
The committee has stressed that the planned investment should contribute directly to greater indigenisation and help reduce India’s dependence on foreign defence imports. This places additional importance on ensuring that R&D funding is linked to clearly defined technological objectives and measurable outcomes.
For complex defence programmes, development can involve several stages, including research, design, prototyping, testing and validation. A KPI-based monitoring framework could provide decision-makers with a clearer understanding of how individual projects are performing at different stages and whether additional intervention or resources are required.
The panel’s recommendations also reflect the wider effort to strengthen India’s domestic defence technology ecosystem. As the armed forces seek increasingly advanced capabilities, timely development and successful induction of indigenous systems will remain important for both operational preparedness and long-term technological self-reliance.
A transparent benchmarking mechanism could further improve accountability by enabling the performance of major projects to be assessed consistently rather than relying only on expenditure or individual milestones. At the same time, indicators such as technology maturity and operational effectiveness can help determine whether a developed system is genuinely progressing towards practical military application.
The parliamentary committee’s latest recommendations therefore place greater emphasis on measurable performance, efficient use of public funds and long-term planning in India’s defence R&D sector.
