CIA Director John Ratcliffe Makes Surprise Moscow Visit

CIA Director John Ratcliffe made an unannounced visit to Moscow on August 25 for meetings with Russian officials, according to U.S. media reports citing people familiar with the trip. The visit was not publicly announced in advance, and the purpose of the discussions has not been disclosed.

Ratcliffe’s presence in the Russian capital became known after a U.S. Air Force C-17 Globemaster III transport aircraft was tracked arriving at Moscow’s Vnukovo Airport. Flight-tracking information indicated that the aircraft had originated from Joint Base Andrews in Maryland and travelled through Riga, Latvia, before reaching Moscow.

The CIA, Pentagon and U.S. Air Force have declined to publicly comment on Ratcliffe’s travel or the reported meetings. The Kremlin has also maintained a cautious position, with spokesman Dmitry Peskov saying there were no scheduled meetings between Russian officials and representatives of the U.S. administration that week.

The trip is particularly notable because it is the first known visit to Moscow by a CIA director since William Burns travelled to Russia in November 2021. Burns’ visit took place shortly before Russia launched its full-scale invasion of Ukraine and was focused on warning Moscow about the consequences of military action.

Ratcliffe’s Moscow visit comes at a sensitive point in U.S.-Russia relations. Russia and Ukraine continue to exchange long-range strikes, while Washington remains involved in efforts connected to the conflict. The secrecy surrounding the CIA director’s meetings has therefore attracted significant attention, although there is no official confirmation of what issues were discussed.

Reports also indicate that the United States asked Ukraine to temporarily avoid missile and drone strikes against Moscow and other Russian cities around the time of Ratcliffe’s visit. However, the exact connection between that request and the CIA director’s mission has not been officially established.

The unusual diplomatic movement highlights the role intelligence channels can play when relations between major powers remain strained. Until Washington or Moscow provides further details, the nature and objectives of Ratcliffe’s Moscow meetings remain undisclosed.
