Army Chief General Manoj Pande said on Thursday that non-state actors are “increasingly gaining access” to new tools used by the military.
He also said that India “continues to rise” in the face of a complicated military scene in a keynote speech at an event here.
“New technologies today aren’t just focused on superpowers anymore.” Non-state actors are getting easier access to modern technologies that are used by the military and are being used in war. “The result is a higher tendency to take risks and a low bar for starting armed conflicts,” General Pande said.
“In spite of all of this, the problems that come with having unresolved borders still exist.” “New threats in the conflict spectrum have made things more complicated,” he said.
The head of the Army said, “Aggression and actions in the gray zone by our enemies are showing up in many areas, including the military, on land, in the air, and at sea.”
He also said, “Proxy war is one form of this threat that we have been fighting for years.”
Because of these changes, General Pande said, the battle area is now more “complex, contested, and lethal, and it will stay that way in the future.”
