India is giving greater importance to the private sector in its effort to expand indigenous capabilities across the space and defence industries. The Indian Space Research Organisation (ISRO) and Defence Research and Development Organisation (DRDO) are increasingly working within an ecosystem where private companies can contribute to the manufacturing and scaling of technologies developed through government research programmes.
The objective is to make better use of technologies after they have reached a level of maturity suitable for industrial production. Instead of keeping manufacturing activities concentrated within government organisations, suitable technologies can be taken forward by Indian companies with the infrastructure and production capacity required for larger orders.
For ISRO, the evolving model is particularly relevant as India’s commercial space sector continues to expand. The space agency remains responsible for major national missions, advanced research and the development of new space capabilities, while private companies are being encouraged to participate in areas such as launch vehicles, satellites, components and other space-related activities.
This division could allow ISRO to devote greater attention to complex future programmes while industry develops the ability to manufacture proven technologies at a higher volume. The growth of private production capacity is also expected to help create a broader supplier network for the Indian space sector.
The defence sector is following a comparable path. DRDO continues to develop strategic technologies for India’s armed forces, but technologies that have reached an appropriate level of maturity can be made available to domestic industry for production. Such technology transfer can help companies build manufacturing expertise while increasing the availability of Indian-made defence equipment.
The greater involvement of private manufacturers is significant because modern defence systems depend on extensive industrial supply chains. Producing a complete system domestically requires capabilities in areas such as electronics, precision engineering, advanced materials, software, propulsion and specialised manufacturing.
A stronger private industrial base can therefore complement the work of government research organisations. Companies can invest in production facilities and specialised capabilities, while institutions such as DRDO continue to focus on research, testing and the development of more advanced systems.
The same principle is important for India’s space ambitions. As the number of satellites, launch requirements and commercial applications increases, the country will need manufacturing capacity beyond what a single government organisation can provide. Greater participation by private industry can help create additional capacity while supporting the development of a competitive domestic space supply chain.
Another potential benefit is the development of Indian companies capable of competing in international markets. Once domestic manufacturers gain experience producing sophisticated aerospace and defence systems, they can potentially expand into overseas markets, supporting India’s long-term defence export and space-industry ambitions.
However, successful technology transfer depends on more than simply handing over a technology. Companies must have the necessary financial resources, manufacturing infrastructure, skilled workforce and quality-control capabilities to turn laboratory-developed systems into dependable production products.
The government therefore faces the task of maintaining close coordination between research organisations and industry while ensuring that critical technologies continue to meet demanding performance and security requirements.
India’s approach represents a gradual change in the traditional relationship between government research institutions and industry. Rather than treating research and manufacturing as largely separate activities, the emerging model seeks to connect technological development with an industrial ecosystem capable of taking those innovations into large-scale production.
For ISRO and DRDO, this could mean greater freedom to concentrate on technologies that are still under development or require advanced research. For Indian companies, it creates opportunities to move deeper into high-technology manufacturing and become long-term partners in national space and defence programmes.
The larger objective is to build an ecosystem in which indigenous research can move more efficiently from the laboratory to the factory and eventually to operational users. If this transition continues successfully, increased industry participation could become an important component of India’s broader drive for technological self-reliance in both space and defence.
