India has taken a major step toward strengthening its defence manufacturing ecosystem with the announcement of a new 50:50 joint venture between Bharat Electronics Limited (BEL) and France’s Safran Electronics & Defence. The collaboration will facilitate the local production of the HAMMER precision-guided air-to-surface missile, a critical weapon system already deployed by the Indian Air Force.
According to officials, the partnership will oversee the assembly, integration, testing, and quality control of HAMMER systems within India. The venture also includes an extensive technology-sharing roadmap, enabling Indian engineers to gradually absorb key manufacturing processes related to smart weapon systems.
Focus on Indigenisation
The new entity aims to increase the missile’s indigenous content to nearly 60% in the coming years. Components such as guidance electronics, control systems, mechanical structures, and select sub-assemblies will be progressively manufactured within the country. This aligns with India’s broader vision to reduce dependence on imported weaponry and reinforce the Aatmanirbhar Bharat initiative.
Significance for India’s Air Power
The HAMMER system-known for its modular design, long-range precision, and capability to operate effectively against fortified targets-has already proven its value aboard platforms like the Rafale. With domestic production now set to begin, the Indian Air Force is expected to benefit from faster availability, improved logistical support, and cost advantages.
Strengthening Indo-French Defence Relations
This venture marks yet another milestone in the long-standing defence partnership between India and France. The countries have previously cooperated in areas such as fighter aircraft, engines, avionics, and advanced naval technologies. The HAMMER project further deepens industrial collaboration, opening the door for future co-development of advanced weapon systems.

Industry experts believe that this initiative will generate new opportunities for Indian suppliers, create skilled jobs, and accelerate the growth of the domestic defence industry.
