Brazil-India Military Engagement Deepens Following High-Level Army Delegation’s Visit

India’s defence engagement with Brazil has received another boost following a visit by 41 officers from the Brazilian Army Command and General Staff College. The delegation travelled to New Delhi and Agra as part of a Foreign Study Tour, reflecting the growing importance of military exchanges in strengthening relations between the two countries.

The Indian Army announced the visit on November 2, 2026, highlighting the delegation’s interaction with India’s defence establishments and visits to locations of historical and cultural importance. The programme offered Brazilian officers an opportunity to learn more about India’s military institutions, defence environment and cultural heritage.

The visit was designed to encourage professional discussions and improve mutual understanding between the two armed forces. Military study tours of this nature provide opportunities for officers to exchange experiences, examine different approaches to military leadership and gain insights into the organisational structures of partner countries. Such interactions also help build professional relationships that can support future defence engagement.

India and Brazil have been working to develop a structured defence partnership through bilateral agreements and institutional dialogue. Their Defence Cooperation Agreement, signed in 2003 and ratified in 2006, established a framework for cooperation between the two countries. The Joint Defence Committee serves as an important mechanism for reviewing ongoing activities and discussing new areas of collaboration.

Defence discussions gained an additional platform with the launch of the India-Brazil 2+2 Political-Military Dialogue in New Delhi in March 2024. The mechanism brings together representatives from the foreign affairs and defence establishments of both countries to discuss strategic developments, regional security and bilateral priorities. Cooperation has also been encouraged through a dedicated focus group on defence industrial matters.

Naval cooperation has emerged as a particularly important area of engagement. In December 2025, the Indian Navy, Brazilian Navy and Mazagon Dock Shipbuilders Limited signed an arrangement to strengthen cooperation in the maintenance of Scorpene-class submarines and other naval vessels. The framework includes technical information sharing, maintenance support, spare-parts assistance and training for personnel.

India and Brazil have also strengthened their maritime relationship through IBSAMAR, the trilateral naval exercise involving India, Brazil and South Africa. The ninth edition, IBSAMAR IX 2026, concluded at Simon’s Town in South Africa on October 20 after ten days of joint activities.

The Indian Navy deployed INS Tarkash, while the Brazilian Navy participated with BNS Barroso. The exercise included harbour engagements, sea-based training and professional interactions aimed at improving coordination and interoperability among the participating navies. These activities also provided an opportunity to exchange operational knowledge and strengthen cooperation on maritime security.

Beyond naval exercises and military exchanges, both countries have scope to expand their partnership in aerospace, defence manufacturing and advanced military technologies. Their respective industrial capabilities create opportunities for technical collaboration and stronger links between defence organisations.

The Brazilian delegation’s visit demonstrates that military diplomacy continues to play an important role in India-Brazil relations. Although the study tour did not result in the announcement of a new defence contract, regular exchanges between military institutions can strengthen mutual confidence and create opportunities for deeper cooperation across multiple defence sectors.
